Waste Wise Cities Tool

Developed as part of the Waste Wise Cities initiative, the Waste Wise Cities Tool (WaCT) is an operational guide designed to help local governments assess the performance of their municipal waste management systems.

Aligned with the Sustainable Development Goals (SDGs) indicators, this tool enables the measurement of:

Municipal solid waste management (SDG 11.6.1),
Food waste generation (SDG 12.3.1),
As well as resource recovery systems (SDG 12.5.1).

The guide proposes a seven-step methodology for collecting and analyzing reliable data on waste generation, collection, and treatment. It also includes practical tools, such as household surveys, questionnaires on resource recovery chains, and criteria for assessing the environmental conditions of waste management.

Recognizing the diversity of local contexts, WaCT offers an approach tailored to the different levels of development of urban systems and aims to support the continuous improvement of environmental performance.

This resource is intended for local governments, public decision-makers, and all stakeholders seeking a solid foundation to improve waste management and move toward more sustainable and efficient systems.

It outlines the global context of resource depletion and environmental degradation caused by the linear economy. The circular economy model proposed emphasizes systemic change, resource traceability, and ecosystem resilience.

The presentation highlights practical actions across the value chain to retain, recover, and regenerate value, supporting the SDGs. It also introduces a resource management hierarchy to guide decision-making. These tools aim to help stakeholders across sectors implement circularity effectively and measurably.

Solid Waste Emissions Estimation Tool (SWEET)

The Solid Waste Emissions Estimation Tool (SWEET) is an Excel-based tool that quantifies emissions of methane, black carbon, and other pollutants from sources in the municipal solid waste sector.

The tool provides emissions and emissions reduction estimates at the project-, source-, and municipality-level. Cities can use this information for multiple purposes, including:

Establishing a baseline scenario
Comparing as many as four alternative scenarios
Analyzing specific policies or projects for potential emissions reductions
Estimating the contribution of activities in the waste sector to overall city emissions reduction goals
Tracking progress over time.

SWEET was developed by the U.S. Environmental Protection Agency under the auspices of the Global Methane Initiative and in support of the Climate and Clean Air Coalition.

Outils institutionnels de la Délégation pour l'action extérieure des collectivités territoriales (DAECT) et de la Commission nationale de la coopération (CNCD).

À l'horizon 2050, la production de déchets dans le monde devrait atteindre 3,4 milliards de tonnes. Les pays en développement sont les premiers concernés par cette explosion, caractérisant ainsi un réel défi à relever lors des prochaines décennies.

À ce titre, depuis les années 1990 de nombreuses collectivités locales se sont engagées dans des projets d'aide internationale. Ces actions de solidarité internationale concourent à financer des infrastructures de gestion des déchets afin d'améliorer la sécurité, la salubrité de l'environnement public mais aussi de contribuer au partage de l'expertise technique des collectivités locales en matière de gestion des déchets.

Par ailleurs, la loi du 7 juillet 2014 permet aux collectivités locales compétentes en matière de collecte et de traitement des déchets des ménages d'affecter jusqu'à 1% de leurs ressources à des actions de coopération internationale. Cette disposition détermine un socle réglementaire à l'action internationale des collectivités locales et sécurise les modalités associées.

WasteAid Toolkit

Making Waste Work is a practical toolkit, developed for CIWM by WasteAid UK. An early draft was ‘field tested' at a workshop in The Gambia for community-based organisations from 11 low and middle income countries. Specific chapters and the How-to guides have also benefitted from the input of CIWM members and global development practitioners. It is designed to be used as an online and offline resource to motivate and inspire people to tackle the waste crisis locally, wherever they
are.

Now is the time for communities to act; it is often too late to wait for outside support. Where there is no municipal service for waste management, communities must be empowered to do something for their own safety and wellbeing. Making Waste Work has been produced to facilitate such action.
