2026 General Assembly of the FSWP

The General Assembly of the French Solid Waste Partnership took place on June 19, 2026.

The FSWP General Assembly took place on June 19. This opportunity for discussion allowed participants to review the actions carried out in 2025, present the outlook for 2026–2027, and reaffirm the PFD's ambitions.

The General Assembly was also marked by the reelection of Corentin Duprey as president of the FSWP. Discussions focused in particular on the three priorities that will guide the association's work in the coming years: strengthening international mobilization through the Global Push initiative; accelerating discussions and supporting innovation on issues related to resources, waste, and the circular economy; and continuing to promote French expertise internationally.

The coming year will feature numerous international events, including COP31 on Climate Change, the ISWA World Congress, and several United Nations meetings, during which the PFD will continue its advocacy for waste prevention and environmentally sound waste management as essential drivers of sustainable development.

Zero Waste Forum

The French Waste Partnership (FSWP) attended the Zero Waste Forum, whose theme was “Road to Antalya: Zero Waste as Climate Action.” This forum was established by Turkey's First Lady, Emine Erdoğan, and organized by the Zero Waste Foundation, chaired by COP31 High-Level Climate Champion Samed Agirbas. This second edition demonstrated just how central the topic of waste prevention and management will be at COP31.

This edition of the Global Zero Waste Forum brought together 3,000 participants from more than 140 countries. It took place against a political backdrop that has never been more focused on the issue.

THE FSWP'S PARTICIPATION

Waste generation continues to rise, now exceeding 2.1 billion tons, and is projected to increase by 50% by 2050*. Resource and waste management are issues at the intersection of a number of key challenges for sustainable development: food security, health, climate mitigation, preservation of biodiversity and water resources, resilience, economic sovereignty, urbanization, just transition, and well-being.

It is necessary to invest both in the “Reuse Economy” and in the environmentally sound management of persistent waste
Reducing waste generation relies on the implementation of circular economy measures
It is necessary to have final disposal systems in place to protect human health and the environment
As the “Implementation” COP approaches, the waste prevention and management community must convey a unified message

OUR EVENTS

Presentation at the side event “Waste as a Pricing Problem (PAYT, deposits, incentives),” June 5 from 5:15 p.m. to 6:15 p.m.
During this side event, Corinne Trommsdorff had the opportunity to explore the challenges of waste management financing mechanisms, emphasizing in particular that it is key to choose mechanisms based on each specific context and local habits.
Organization of a closed-door meeting, “Resources and Waste Management Session,” on June 7 from 10:00 AM to 11:00 AM
The objective of this session was to identify international partners willing to align their messages with ISWA and the PFD, in order to have a unified, amplified voice that is better heard. Thus, the question posed was: “How can the resources and waste community strengthen its alignment, amplify its collective impact, and contribute more effectively to positioning resources and waste on the climate agenda ahead of COP31?”
Networking and Strengthening Partnerships
The PFD took advantage of this international event to strengthen its ties with key international partners in advancing sustainable resource and waste management. This was achieved not only during the small-group session to prepare for COP31 on June 7, but also during lunches, dinners, and informal discussions in the corridors of the Forum.

ASTEE Congress

From 2 to 5 June 2025, Toulouse, France. The 104th ASTEE Congress brought together more than 650 participants under the theme “Accelerating the ecological transition in cities and regions.”

Every year, ASTEE organizes a congress bringing together more than 600 French participants involved in waste and water management.

High Level Political Forum

From 7 to 15 july 2026, New-York, United-States. Established in 2012 at the United Nations Conference on Sustainable Development, the High Level Political Forum (HLPF) is the forum for monitoring and reviewing the Sustainable Development Goals (SDGs) of the 2030 Agenda.

As consultations begin on establishing a new post-2030 systemic framework, this forum continues to review progress on the SDGs, with a focus this year on SDGs 6 (water), 7 (energy), 9 (industry), 11 (sustainable cities) and 17 (partnerships) in detail. The presence of the French Solid Waste Partnership (FSWP) at this event is essential to highlight the systemic link between the SDG framework and waste and resource management. Indeed, waste and resource management has a key role to play in achieving these SDGs, and sustainable waste and resource management depends on the progress of these SDGs.

FSWP participation

During this event, the FSWP will continue to promote the Global Push initiative, which consists of three main areas:

Strengthening the unique systemic framework of the SDGs,
Updating indicators and targets for better waste and resource management around the world, and
The need for a commitment to resources and waste, for sustainable development that respects the environment, guarantees flourishing and rational economic activity, and is the cornerstone of well-being and social justice.

BRS Open-ended Working Group - 15

The fifteenth meeting of the Open-ended Working Group (OEWG-15) of the Basel, Rotterdam, and Stockholm Conventions (BRS) was held from June 23 to 26, 2026, in Geneva. The French Solid Waste Partnership (FSWP) participated as an observer.

The Basel Convention's OEWG-15 serves as an interim step between two BRS Conferences of the Parties (COPs), which are held every two years. It contributes to the development and implementation of the Convention's work program, specific operational policies, and decisions adopted by the Conference of the Parties.

Adopted in 1989, the Basel Convention is now recognized as the leading international convention on hazardous waste. It also defines the principle of environmentally sound management (ESM) of all waste in order to protect human health and the environment (Article 2(8)), an obligation binding on the Parties (Article 4(2)).

Key Topics of Discussion

The FSWP was able to attend the Parties' discussions both in plenary sessions and during the contact group on technical matters. Delegates broadly agreed that, although recent amendments to the Basel Convention—particularly the 2019 amendments on plastics—have expanded its scope, their implementation continues to face practical challenges, particularly regarding the operation of the Prior Informed Consent (PIC) procedure applicable to transboundary movements of waste.

The Parties examined various options aimed at improving the effectiveness and consistency of the PIC system, including by simplifying administrative procedures, improving electronic notification tools, and reducing the time required to obtain consent, while maintaining a high level of environmental protection. These discussions were closely linked to the implementation of the amendments concerning plastic and e-waste (the latter's amendments were adopted in 2022 and entered into force in 2025).

The issue of used textiles and textile waste occupied an important part of the discussions, focusing in particular on improving definitions to distinguish between used or textile waste, as well as on challenges related to the classification of this waste stream. Many Parties expressed concern about the PIC procedure requirement for this waste stream, viewing it as a potential unnecessary additional administrative burden, and with potential negative socioeconomic impacts. Discussions also covered persistent organic pollutants (POPs) and used tires.

FSWP participation

During OEWG-15, the FSWP continued to build momentum around the Global Push initiative, which aims to foster cooperation among all stakeholders involved in the sustainable management of resources and waste . This initiative aims to encourage a cross-cutting and cross-sectoral approach to the transition toward a circular economy, reconciling pollution reduction, the shift away from fossil fuels, the decoupling of economic growth from resource extraction, and the preservation of biodiversity.

The FSWP was invited to present the Global Push initiative and the case study of Grenoble Alpes Métropole during the side event “Advancing Zero Waste Approaches: Policy, Enabling Factors, and Good Practices for Waste Prevention and Circularity,” held on June 25. Discussions focused on the actions needed to move towards “zero waste”: offering citizens alternatives to reduce waste generation, extending the lifespan of objects, and ensuring the environmentally sound management of generated waste.

This presentation served as a reminder of the need to move beyond siloed approaches and to mobilize all stakeholders around a common goal in order to accelerate the transition to a more circular economy.

2025 General Assembly of the FSWP

The General Assembly of the French Solid Waste Partnership took place on December 5, 2025.

The General Assembly of the French Waste Partnership was held on 5 December 2025 in Courbevoie. This meeting provided an opportunity to take stock of the progress made since March 2023. The 2024 annual report was presented, covering a full year of PFD activity, with strong participation in international events, the creation of compelling content (publications, digital deliverables, etc.) and the acquisition of new members. The meeting was also an opportunity to present the 2024 accounts and to look ahead to the 2025 budget and 2026 forecast.

World Environment Day

World Environment Day has been held every year on June 5 since 1973, under the auspices of the United Nations Environment Program (UNEP). This year, this awareness-raising day was organized by the Republic of Korea, with the ambitious goal of eliminating plastic pollution by 2040.

While negotiations on a binding international treaty on plastics are still ongoing, this day was an opportunity for the FSWP to reiterate the importance of understanding the challenge of waste management (plastics and other materials) as a challenge of resource management throughout their life cycle.

Improving waste management systems around the world, for Environmentally Sound Management everywhere and for everyone, is therefore a necessary first step, from prevention to safe final disposal. The challenges and pressures posed by the end of life of goods on the triple planetary crisis require profound changes in our modes of production, consumption, and use. With global warming reaching 1.6°C in 2024, the shift from a flow management approach to a management of existing stocks is essential, and this international day was an opportunity to emphasize that the priority is to prevent waste generation.

13th World Urban Forum

May 17-22 in Baku, Azerbaijan. The World Urban Forum (WUF) is the world's leading conference on sustainable urbanization. It is organized by UN-Habitat to bring together all urban stakeholders to discuss sustainable development issues.

The WUF has been organized by the United Nations since 2001 with the aim of highlighting one of today's most pressing issues: rapid urban expansion and its impact on communities, cities, economies, climate change, and politics. The issue of waste management is essential, but remains to be addressed in more depth in this forum which tends to focus on habitat and transport as priorities.

First held in 2002 in Nairobi, Kenya, it has been held every two years since then, all over the world. This forum, initiated by UN-HABITAT, is the leading international conference on urban development, involving all city stakeholders: public, private, civil society, and academic, so that they can share their experiences with the aim of defining common guidelines.

FSWP Participation

Although no physical presence was planned for this 13th meeting of the World Urban Forum, the French Solid Waste Partnership (FSWP) is keen to highlight the crucial link between cities and waste. On the one hand, given that the proportion of the population living in cities continues to grow, urban planning is key to the implementation of functional waste management systems that cover all areas in an inclusive and equitable manner, while also protecting the environment and health. Integrated territorial and urban planning is therefore essential, from the design of the housing itself to a territorial network that manages the flows of recovered materials and energy and guarantees the availability of safe final disposal facilities.

Furthermore, environmentally sound waste management improves the livability of cities by improving air, soil, and water quality. It enhances their attractiveness through healthy public spaces and preserved (peri)urban landscapes. Beyond its impact on health, the environment, and economic activity in the region, sustainable waste management improves citizens' quality of life and well-being.

So, as cities face growing demographic pressure and increasing climate crises, thinking about resilience, adaptation, and mitigation for sustainable cities of the future can't happen without thinking about fair, sustainable, and circular waste and resource management.

International Zero Waste Day

March 30, 2025. The United Nations' International Zero Waste Day took place, as it does every year, on March 30.

The third annual International Zero Waste Day highlighted both the critical need to improve waste management globally and the importance of transforming production, consumption, and usage practices to make them truly sustainable. It celebrated zero waste initiatives at all levels that contribute to advancing the 2030 Agenda for Sustainable Development.

Co-organised with the Basel Convention Household Waste Partnership, ISWA and the Secretariat of the Basel, Rotterdam, and Stockholm Conventions, this webinar examined how the environmentally sound management (ESM) of household organic waste can contribute to global climate goals.

FSWP's position

A symbol of the growing interest in waste and resources, International Zero Waste Day was an opportunity to highlight projects that are working to rethink the production-consumption relationship in the current linear economy (“extract - produce - consume - dispose”). In this sense, zero waste illustrates the need to undertake the profound, systemic transformations necessary for the transition to circularity. This circular economy, in accordance with the 10R principle, and as reaffirmed in the circular economy action hierarchy of ISO 59004:2024, goes far beyond recycling. The 10R principle, which therefore underpins a profound transformation of our societies in order to address the triple planetary crisis and achieve the 2030 Agenda and SDGs, is broken down as follows:

• Refuse: avoid manufacturing/purchasing unnecessary products;
• Rethink: consider the potential environmental impacts of a product throughout its life cycle before producing or consuming it;
• Reduce: minimize the use of resources and develop more efficient consumption patterns;
• Reuse/repurpose: reuse the product for a second purpose—moving away from an industry based on resource extraction and an economy based on planned obsolescence;
• Repair: combat the throwaway culture, both for consumers and producers, in particular by designing products that are easy to repair;
• Renovate/recondition: restore and modernize an old object to make it as good as new, by changing certain parts;
• Remanufacture: completely remanufacture an object to refurbish it;
• Reuse/upcycle: redefine a new purpose for the object, creatively finding new uses for objects that might otherwise be discarded, thus transforming potential waste into a resource.

• Recovery (energy recovery)

As presented by the first eight Rs, the transition to circularity requires upstream waste prevention through material preservation and resource efficiency, not only by producers but also by consumers, by extending the life cycle of products and giving old products a new use or a new life. The private sector is key to making this transition happen. The last two “Rs,” which constitute the lever of prevention, recycling, and energy recovery (“Recovery”), are part of the waste management system and underscore the importance of recovering all existing products to reduce resource extraction.

Zero waste for circularity must ensure sustainable management of goods throughout their life cycle, including their final safe disposal after the 10Rs have been implemented. Although the best waste is no waste at all, there will always be some waste that needs to be managed to protect human health and the environment.

Zero waste therefore has a dual objective: to prevent the generation of unnecessary waste and to ensure that no waste remains unmanaged or poorly managed.

Worldwide plastic pollution treaty- INC5.2

From 5 to 14 august 2025, Geneva, Switzerland. This session aimed to finalize an international legally binding treaty to combat plastic pollution. The agreement was expected to address the full life cycle of plastics, from production to disposal, in order to protect both the environment and human health.

The INC 5.2 negotiations for a legally binding international treaty on plastics ended on August 15, 2025, with no agreement. Disagreement by a handful of countries on plastics production and composition, or on health considerations led to a stalemate. Even though it may appear as a failure, what has been achieved over the last three years of negotiations is a real success. Our takeaway points are:

120 countries are now united around the content of an ambitious treaty that covers the full life cycle of plastics,
With revised procedure rules in a future negotiation, these countries can lead the way to an ambitious treaty,
Environmentally Sound Management (ESM) of waste and Extended Producer Responsibility (EPR) schemes on plastic waste were agreed as necessary items, but countries could not agree on making them mandatory. We hope the future negotiations can anchor ESM of waste as mandatory, as part of the full life cycle approach.

FSWP's position

The French Solid Waste Partnership (FSWP) does not plan to attend this session in Geneva in person. However, we will continue to advocate for our position, which is outlined in an article published on our LinkedIn page and structured around three strategic pillars:

Ban globally non-recyclable and non-essential plastics,
Restrict plastics that offer no added value in terms of use, while promoting an alternative economy based on the 9Rs framework developed by Julian Kirchherr et al. in 2017,
Support the development of circularity through a shift in the economic model.

As negotiations progress toward an international legally binding instrument on plastic pollution, including in the marine environment, many national focal points have called for clear and practical guidance on how to establish Extended Producer Responsibility (EPR) systems. In response, the ISWA Working Group on Governance and Legal Issues has developed this technical note — an introductory roadmap outlining key steps and success factors for designing and implementing effective EPR schemes that can fulfil their potential in combating plastic pollution.

Understand transfer of plastic waste in aquatic environments

80% of marine waste comes from land-based activities. The aim of this Handbook is to raise awareness and inform those involved in the protection of aquatic ecosystems and waste management, as well as those less familiar with the issue, so that together they can make informed decisions and take concrete action. This manual covers all aspects of aquatic ecosystems: “From Source to Sea”, thanks to cases study from all over the world (Mekong, Europe, Togo, …).
